It was established as part of the Warsaw International Mechanism to provide technical assistance to developing countries particularly vulnerable to the adverse effects of climate change. This network aims to catalyze the efforts of various organizations, bodies, networks, and experts in implementing strategies to avert, minimize, and address loss and damage at local, national, and regional levels.
The Santiago Network does not have a set structure for its functioning as of now. Since its establishment at COP25, there have been efforts to develop the network, including the launch of a portal on the UNFCCC website and calls for inputs from parties regarding needs for technical assistance. Events and roundtable discussions have been held to share ideas on developing the network to effectively catalyze technical assistance for developing countries.
This network is significant as it represents a focused effort to support developing countries in coping with climate-related losses and damages. It’s a platform that emphasizes the need for collaboration and sharing of expertise and resources to address the challenges posed by climate change effectively.
At CoP28 in Dubai in 2023, there was more progress on the loss and damage agenda with an agreement also reached that the UN Office for Disaster Risk Reduction and the UN Office for Project Services will host the secretariat of the Santiago Network for Loss and Damage.
