NEW GUIDELINES FOR COACHING CENTRES IN INDIA 2024



1. Why has the Ministry of Education issued new guidelines for coaching centres?  
The Ministry of Education issued new guidelines to address issues such as rising student suicides, safety concerns like fire incidents, lack of proper facilities, and questionable teaching methodologies in coaching centres. The aim is to regulate these centres and ensure a safe and supportive learning environment for students.

Coaching centres are prohibited from enrolling students below the age of 16. Only students who have completed their secondary school examination can enrol. Tutors employed by these centres must have a minimum qualification of graduation, and no tutor with a criminal record involving moral turpitude is allowed to teach.

3. What restrictions are placed on advertisements and promises made by coaching centres?  
Coaching centres are not allowed to publish misleading advertisements or make false promises about guaranteed ranks or good marks. They cannot claim superior quality of coaching or specific results without evidence.

4. How do the guidelines address the mental well-being of students?  
Coaching centres are required to establish a counselling system to support students' mental health. This includes providing access to trained counsellors and psychologists, and ensuring that students and parents are informed about the availability of these services. Tutors may also receive training on mental health issues to effectively communicate and support students.

5. What provisions are made regarding the fee structure and refunds?  
The fees charged by coaching centres must be fair and reasonable. If a student withdraws from a course, they are entitled to a refund for the remaining period on a pro-rata basis within 10 days. This applies to both tuition and hostel/mess fees.

6. What penalties are imposed for non-compliance with the guidelines?  
Coaching centres can be penalised up to ₹1 lakh or have their registration cancelled if they charge exorbitant fees, engage in malpractices, or cause undue stress that could lead to student suicides.

7. How will the government monitor and enforce these guidelines?  
The guidelines require all coaching centres, both new and existing, to register within three months of the guidelines coming into effect. The state or Union Territory governments are responsible for monitoring these centres, ensuring compliance with registration requirements, and conducting inquiries into any issues related to the centres' operations.

8. What additional information must coaching centres provide?  
Coaching centres must maintain a website with updated details on tutors' qualifications, courses offered, curriculum, course duration, hostel facilities, and the fees charged. This transparency aims to help students and parents make informed decisions.

9. What steps are coaching centres encouraged to take for the welfare of students?  
Coaching centres should avoid putting undue academic pressure on students, establish systems for immediate intervention in distressing situations, and ensure a supportive learning environment. They are also encouraged to involve parents in the counselling process when necessary.

10. What role do state governments play in regulating coaching centres?  
State governments are tasked with the regulation and monitoring of coaching centres, ensuring they comply with the guidelines. This includes overseeing registration processes and addressing any concerns regarding the operation and management of these centres. The state's involvement ensures that the regulations are tailored to local needs and conditions.
