Omission of Certain Minerals from Atomic List:

Reform: Six minerals, including lithium, titanium, and others, previously categorized under atomic minerals, have been removed to encourage broader exploration and mining.

Significance: This change opens up these high-demand, technology-critical minerals to private sector exploration and mining, enhancing availability and reducing import dependence.

► Central Government's Role in Auctioning Mineral Concessions:

Reform: The central government is now empowered to exclusively auction concessions for certain critical minerals like cobalt, nickel, and rare earth elements.

Significance: Centralizing the auction process aims to speed up the exploitation of these minerals, crucial for technologies such as electronics, energy storage, and aerospace.

► Introduction of Exploration License for Deep-Seated and Critical Minerals:

Reform: A new type of mineral concession, the Exploration License (EL), has been introduced to focus on deep-seated and critical minerals.
