Category Shifts: Maharashtra moved to 'Fast Movers', and Odisha to 'Aspirers'.

Fast Movers: States like Kerala and Maharashtra showed significant improvement.

Methodology: Based on a comprehensive survey with over 7,300 responses and 750+ stakeholder consultations.
