INDO-U.S. TRADE DISPUTE ON POULTRY:RESOLUTION



THE ISSUE

For over a decade, India and the U.S. were embroiled in a trade dispute at the World Trade Organization (WTO) concerning import restrictions on poultry products. Initiated by the U.S. in 2012, the dispute challenged India’s restrictions due to avian influenza concerns, which the U.S. argued did not comply with international standards set by the World Organization for Animal Health.

THE SETTLEMENT

In March this year, India and the U.S. notified the WTO that they had reached a mutually agreed solution, withdrawing their respective cases. This settlement follows a series of efforts and negotiations, culminating in India’s agreement to reduce tariffs on specific U.S. products, such as cranberries, blueberries, frozen turkey, and premium frozen duck meat, in exchange for resolving the poultry dispute.

THE SIGNIFICANCE

1. Diplomatic Breakthrough: This settlement marks a major diplomatic success, showcasing the ability of both nations to resolve long-standing trade conflicts through dialogue and negotiation.
2. Economic Relief: By settling the dispute, India avoided a potential $450 million yearly claim, making it a practical and economically favorable outcome.
3. Strengthened Bilateral Ties: The resolution of this and six other WTO disputes underscores the strength and resilience of India-U.S. relations, paving the way for deeper cooperation in trade and commerce.
4. Effective Use of Diplomacy: This outcome demonstrates the effectiveness of bilateral negotiations in resolving complex trade issues, especially in the absence of a functional WTO Appellate Body.
5. Encouraging Future Resolutions: The successful settlement of these disputes sets a positive precedent for resolving future trade conflicts, promoting a stable international trade environment.

The India-U.S. settlement on the poultry trade dispute highlights the power of diplomacy in overcoming trade barriers, reinforcing the importance of bilateral cooperation in international trade.
