Fifth United Nations Conference on the Least Developed Countries (LDC5)
The Fifth United Nations Conference on the Least Developed Countries (LDC5) concluded with significant outcomes, including the adoption of the ‘Doha Political Declaration’. This pivotal event took place under the theme “From Potential to Prosperity” and was hosted in Qatar from March 5-9, 2023. This conference is crucial in setting the agenda for the next decade, particularly in relation to the Doha Programme of Action (DPoA) for 2022-2031, which aims to guide the 46 most vulnerable countries towards achieving the United Nations-mandated Sustainable Development Goals (SDGs).

1. Doha Political Declaration: The declaration, adopted by world leaders, emphasizes the collective commitment to accelerate the implementation of the DPoA. This 10-year plan, agreed upon in New York on March 17, 2022, focuses on six critical areas:
• Eradication of poverty
• Leveraging science and technology
• Addressing climate change and environmental degradation
• Recovery from the COVID-19 pandemic
• Building resilience against future shocks for sustainable development
2. Focus on Sustainable Development: With less than eight years remaining to meet the SDGs, the LDC5 conference highlighted the urgent need for actionable steps. The declaration and the DPoA together outline a strategic roadmap to enhance the developmental trajectory of these 46 countries.

• Impact of Multiple Crises: The 46 LDCs have been severely affected by various global crises, including the COVID-19 pandemic, climate change, rising inequalities, debt burdens, and economic shocks. Despite their minimal contributions to global carbon emissions, these countries bear a disproportionate share of the adverse impacts of climate change.
• Debt and Economic Challenges: According to the United Nations Conference on Trade and Development (UNCTAD), debt service costs in LDCs have surged dramatically over the past decade, severely constraining their ability to provide essential services. The 33 African nations among them face particularly acute challenges in managing high debt costs amidst inadequate liquidity.
