What is DigiLocker?

DigiLocker is a digital storage service launched by the Indian government in 2015 as part of its Digital India initiative. It allows users to store and access digital versions of their important documents, such as Aadhaar cards, PAN cards, driving licenses, and educational marksheets. The platform aims to facilitate easy verification and sharing of documents across government and private entities, reducing dependency on physical documents.

User Adoption of DigiLocker:

The platform is designed to be a paperless solution, allowing users to access updated versions of their documents anytime and anywhere, which is particularly useful for identity verification and accessing government services. Its ease of use and the security of carrying fewer physical documents have contributed to its adoption by over 270 million users.

Security of DigiLocker:

DigiLocker emphasizes security with features like 2048-bit RSA SSL encryption, multi-factor authentication including OTP verification, and consent-based access to documents. The platform undergoes regular security audits to prevent vulnerabilities and ensure data safety. Despite these measures, like any digital platform, DigiLocker is not immune to cybersecurity threats, but incidents like the 2020 vulnerability in the sign-up flow have been promptly addressed.

Issues with DigiLocker:

Despite its benefits, some users may face challenges such as difficulties in navigating the app, especially those who are not tech-savvy or literate. Issues with document retrieval due to mismatches in personal details or inconsistencies in data across different government databases can also occur. Furthermore, the acceptance of DigiLocker-stored documents varies among different authorities and states in India, which can lead to confusion about the necessity of physical versus digital documents.

Use of DigiLocker for Passport Applications:

While DigiLocker is promoted by some passport offices as a means to streamline the application process, it is not mandatory for passport applications. Applicants are advised to carry original documents and copies, although having documents available in DigiLocker can potentially speed up the verification process, depending on the specific requirements of the passport office.

In summary, DigiLocker is a robust tool for managing and accessing digital records securely, contributing to the Indian government's vision of a paperless and efficient documentation system. However, users should be aware of potential challenges and the varying requirements of different authorities regarding digital documents.
