CRITICAL EXAMINATION OF THE E-SHRAM PORTAL



INTRODUCTION

The e-Shram portal, launched by the Government of India on 26 August 2021, aims to create a comprehensive national database of unorganised sector workers. This initiative includes migrant workers, construction workers, and gig and platform workers, intending to extend social sector benefits to these workers. While the portal has seen significant registration numbers, there are several critical aspects to consider.

ACHIEVEMENTS

Extensive Registration

• As of 20 June, approximately 29.7 crore unorganised workers have registered, showcasing the wide reach and acceptance of the portal.
• The top five states, led by Uttar Pradesh with over 8 crore registrations, account for 58% of total registrations, indicating successful outreach in populous states.

Inclusivity

• The portal includes a diverse range of unorganised workers, ensuring that various categories of workers are recognized and can benefit from social sector schemes.

CHALLENGES

Data Accuracy and Integrity

• Ensuring the accuracy of the data collected is a significant challenge. The vast number of registrations raises concerns about potential duplicates or inaccuracies.
• Verifying the authenticity of the registered workers and preventing fraudulent entries is crucial for the portal’s credibility.

Awareness and Accessibility

• Despite high registration numbers in some states, there may still be a lack of awareness and accessibility in remote or less developed regions.
• Ensuring that all unorganised workers, especially in rural areas, are aware of and can access the portal remains a significant hurdle.

Implementation of Benefits

• Merely registering workers is not sufficient. The effective implementation of social sector schemes and ensuring that benefits reach the registered workers is essential.
• There is a need for continuous monitoring and evaluation to ensure that the intended benefits are delivered efficiently and effectively.

Digital Literacy

• Many unorganised sector workers may lack digital literacy, making it challenging for them to register and access information on the portal independently.
• Providing support and assistance for these workers to navigate the digital platform is necessary.

GOVERNMENT INTERVENTION

Policy and Regulation

• The government must ensure robust policies and regulations to maintain the integrity and effectiveness of the portal.
• Regular updates and improvements to the portal’s interface and functionality can enhance user experience and accessibility.

Collaboration with Local Bodies

• Collaboration with local governments, NGOs, and community organizations can help in reaching out to unorganised workers and assisting them in the registration process.
• Local bodies can play a vital role in disseminating information and providing on-ground support.

CONCLUSION

The e-Shram portal is a commendable initiative with the potential to significantly improve the lives of unorganised sector workers in India. However, addressing challenges related to data accuracy, awareness, benefit implementation, and digital literacy is crucial for its success.
