General Discussion About two weeks of discussion before a three-week recess; Departmentally Related Standing Committees review the demands for grants of respective ministries during recess
Voting on Demand for Grants After recess,Lok Sabha votes on demands for grants; cut motions may be introduced with the Speaker's permission
Passing of Appropriation Bill Authorization of expenditure from the Consolidated Fund of India; the bill must be passed to withdraw funds
Passing of Finance Bill Finance Bill includes taxation proposals; Parliament typically does not increase tax rates over the finance minister’s proposal but can propose reductions or abolitions
Constitutional Backing & Parliamentary Powers Enshrined in Articles 112–117; no grant or expenditure proposed without President’s recommendation; Parliament conventionally does not increase proposed tax rates but may suggest decreases or abolitions
