Important Notification for Civil Service Examination 2019


The UPSC notified the 2019 Civil Services Examination (preliminary) to be held on 2 June 2019. This post explains all the details of the 2019 Civil Services exam, such as number of seats, eligibility, qualifications in education and number of attempts.

Number of Vacancies in Civil Services Exam 2019

The number of vacancies to be filled on the basis of the examination is expected to be approximately 896, including 39 vacancies reserved for persons with a reference category of disability  i.e. 8 vacancies for candidates of blindness and low vision; 11 Vacancies for deaf and hard of hearing; 15 Vacancies for locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy; and 5 Vacancies for multiple disabilities from amongst persons under above mentioned disabilities including deaf-blindness.
 
Conditions of eligibility for civil service examination 2019

Nationality
  • A candidate must be a citizen of India for the Indian Administrative Service, the Indian Foreign Service, and the Indian Police Service.
  • For other services, a candidate must be either:-
  • a citizen of India, or
  • a subject of Nepal, or
  • a subject of Bhutan, or
  • A Tibetan refugee who arrived in India before 1 January 1962 in order to settle in India permanently or
  • A person of Indian origin who migrated from Pakistan, Burma, Sri Lanka, Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

IAS 2019 Age Limit
  • The candidate must be 21 years of age and must not be 32 years of age on 1 August 2019, i.e. he must be born before 2 August 1987 and no later than 1 August 1998. Separately, the necessary measures are taken to make corresponding changes to the respective Rules/Regulations concerning different services.
(b) The upper age limit prescribed above will be relaxable:
  • If a candidate belongs to a scheduled caste or a scheduled tribe, up to a maximum of five years;
  • For candidates belonging to Other Backward Classes who are eligible to make use of the reservation applicable to those candidates, up to a maximum of three years;
  • up to a maximum of three years in the case of Defence Services Personnel, disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof;
  • For ex-servicemen, including commissioned officers and ECOs / SSCOs, who rendered military service for at least five years on 1 August 2019 and were released, up to a maximum of five years.
 
Minimum qualifications for IAS 2019

The candidate must hold a degree from one of the Universities established by the Act of the Central or State Legislature in India or other educational institutions established by the Act of Parliament or declared to be a University Under Section 3 of the University Grants Commission Act of 1956 or equivalent.

Note I: - Candidates who have appeared in the examination, which would make them educationally qualified for the Commission's examination, but who have not been informed of the result, as well as candidates who intend to participate in such a qualifying examination, are also eligible for admission to the preliminary examination.

All candidates declared qualified by the Commission for the examination of civil services (main) shall be required to submit evidence of the passage of the required examination together with their application (i.e. detailed application Form I) for the main examination, in the absence of which such candidates are not admitted to the main examination. Such evidence should be dated earlier than the due date (closing date) of the detailed application Form-I of the Civil Services Examination (Main).

Note II: In exceptional cases, the Union Public Service Commission may treat a candidate who does not have any of the above qualifications as a qualified candidate if he has passed the examination carried out by the other institutions, the standard of which, in the Commission's opinion, justifies his admission to the examination.

Note III: Candidates with professional and technical qualifications recognized by the Government as equivalent to professional and technical qualifications would also be eligible to be admitted to the examination.

Note IV: Candidates who have passed the final professional M.B.B.S. or any other medical examination, but who have not completed their internship at the time of submission of their applications for the examination of civil services (main) shall be admitted to the examination provisionally, provided that they submit a copy of the certificate of the University's competent authority together with their application. In such cases, the candidates shall be required to submit an original degree or certificate from the competent authority of the university/institution concerned at the time of their interview that they have fulfilled all the requirements for the award of the degree (including the completion of the internship).
 
Attempts for Civil Services Exam 2019

Each candidate who is otherwise eligible for the examination shall be allowed for six attempts at the examination:

Provided that this restriction on the number of attempts will not apply in the case of Scheduled Castes and Scheduled Tribes candidates who are otherwise eligible:

Furthermore, nine attempts are allowed for candidates belonging to Other Backward Classes, who are otherwise eligible. Relaxation is available to candidates who are eligible to make use of the reservation for those candidates:

Provided that the candidates of persons with a benchmark disability receive as many attempts as possible from other candidates who do not belong to persons with a benchmark disability in their community, provided that the candidate of persons with a benchmark disability in the general category is eligible for nine attempts. Necessary action to make corresponding changes in respective Rules/regulations pertaining to various services is being taken separately. The relaxation will be available to the candidates of Persons with Benchmark Disability who are eligible to avail of reservation applicable to such candidates.

Note:—
  1. An attempt at a preliminary examination is considered to be an attempt at an examination of the civil service.
  2. If a candidate actually appears in a preliminary examination in any paper, he/she shall be deemed to have attempted the examination.
  3. Despite the disqualification/cancellation of the candidacy, the candidate's appearance at the examination is considered an attempt.
 
Limitations on Applying for Civil Services Exam 2019

A candidate appointed to the Indian Administrative Service or the Indian Foreign Service on the basis of an earlier examination and who continues to be a member of the Indian Administrative Service will not be eligible to compete. In the event that such a candidate is appointed to the IAS / IFS after the preliminary examination of the Civil Services Examination, 2019 is over and he/she continues to be a member of that service, he / she is not eligible for the 2019 Civil Services Examination, despite his qualification in the 2019 preliminary examination.

If such a candidate is appointed to IAS / IFS after the start of the Civil Services (Main) Examination in 2019, but before the result and continues to be a member of that service, he / she shall not be deemed to be appointed to any service / post on the basis of the result of this examination. A candidate appointed to the Indian Police Service on the basis of the results of an earlier examination and who continues to be a member of the Indian Police Service will not be eligible for the 2019 Indian Police Service in Civil Services.

How to Apply for Civil Services Exam 2019

Candidates must apply online using the official website Detailed instructions for completing online applications can be found on the official website. The applicants are advised to submit only one application ; however, if due to an unavoidable situation, if he/she submits another / multiple applications, he/she must ensure that the application with a higher RID is complete in all respects, such as details of the applicant, examination centre, photograph, signature, photo identification, fee, etc. The applicants who submit multiple applications should note that the Commission only submits applications with a higher RID (Registration ID) and the fee paid for one RID is not adjusted against any other RID. However, persons already in government service, whether in a permanent or temporary capacity or as employees charged with work, other than casual or daily employees or employees serving in public undertakings, must submit an undertaking to the Head of Office / Department that they have applied for the examination in writing. Candidates should note that if the Commission receives a communication from their employer withholding permission from candidates applying for the examination / appearing at the examination, their application may be rejected / applications may be canceled.

Note: Candidates appearing in the 2019 Civil Services (Preliminary) Examination shall be required to provide information such as (a) details of the Civil Service Centers (Main) Examination and Indian Forest Service (Main) Examination (b) Optional subject to selection for examination ;

Medium of examination for civil services (main) examination, (d) medium of examination for an optional subject if he/she selects any Indian language as a medium of examination for civil services (main) examination and (e) compulsory Indian language for civil services (main) examination at the time of the completion of the online application itself.
